Over the last 10 years, Ukraine has made significant reform steps and in December 2023 the European Council officially decided to open accession negotiations. At the same time, Ukraine is defending itself against Russia’s full-scale war that has led to economic reconstruction needs far exceding USD 400 bn. Against this background, the panel discusses opportunities and challenges of converting the two tracks of EU integration and economic reconstruction into one.
