Proposals from German business in Ukraine – update of study presented in Kyiv

At a round table in Kiev on 12 December Robert Kirchner, Deputy Team Leader of the German Advisory Group Ukraine, and David Saha, Consultant, presented the updated study on “Unlocking investment through reforms: Proposals from German business in Ukraine”. The event was part of a round table organized in cooperation with the German-Ukrainian Chamber of Industry and Commerce (AHK). Yulia Svyrydenko, Vice Minister in the Ukrainian Ministry of Economics, who among others participated in the event, was very interested in the results of the study.

Participation in the 17th Minsk Forum „The Place of Belarus in Europe“

From the 4th to 6th December 2019 the 17th Minsk Forum, dedicated to the theme “The Place of Belarus in Europe. Chances for Foreign Policy, Economy, Civil Society and Culture”, was held in Minsk. The forum was organasied by the German-Belarusian Society e.V. (dbg).

Numerous high-ranking government representatives from Belarus and abroad took part in the event. Among the guests were Michael Siebert, German Federal Foreign Office Representative for Eastern Europe, Caucasus and Central Asia, Dirk Wiese, German Federal Government Coordinator for Inter-Societal Cooperation with Russia, Central Asia and the Eastern Partnership Countries, Oleg Kravchenko, Belarusian Deputy Foreign Minister, Manfred Huterer, German Ambassador, and Dirk Schübel, Head of the EU Delegation.

GET Georgia presents the second issue of the Financial Sector Monitor Georgia

During a trip to Tbilisi, Dr Alexander Lehmann, financial sector expert of the German Economic Team (GET) Georgia, presented the second issue of the Financial Sector Monitor.

This product is consistently done in several countries in the region and reveals that the Georgian financial sector is a major asset in the investment environment. The publication analyses the sector in a regional context. It sketches the sector’s potential to further support growth and innovation in Georgia and to provide wider access to credit for households and enterprises. It also highlights the strengths and weaknesses of the banking sector for Georgia’s future development.

Kyiv: Study presented on labour migration from Ukraine since 2014

On November 13, 2019, a round table on “Labor Migration from Ukraine” took place in Kyiv at the Kyiv School of Economics, jointly organized by Yuliia Mincheva, VoxConnector Editor of Vox Ukraine and the German Advisory Group. In an informal setting, around 20 representatives from think tanks, government agencies and the media met to discuss the issue of labour miration.

New study presented: Improving the business climate and boosting investment

On 7th November 2019 the German Economic Team (GET) Moldova and European Business Association Moldova (EBA) presented their joint study “Improving the Business Climate – Boosting Investment: Proposals from European business in Moldova” at a common event. Content of the study: 21 reform proposals to improve the business climate and increase investment. In the audience: high-ranking representatives of the Government of Moldova, representatives of international organisations, European business executives, economic experts and media representatives.

Participation in IFC conference on Credit Guarantee Fund for SMEs

The conference “Partial Credit Guarantee Mechanism for the Financing of SMEs: Different Aspects of the Guarantee Fund and Its Mobilizing Role in Belarus” was held in Minsk on 17 October. The event was organized by the International Financial Coorporation (IFC) in Belarus.

Study on improving the business climate presented in Belarus

On September 26, Robert Kirchner, Deputy Team Leader of the German Economic Team Belarus presented a new study on improving the business climate in Belarus at the event “10th Day of the German Economy” in Minsk. The event was attended by around 200 national and international participants, including high-ranking representatives of the Belarusian Government and a delegation of German business representatives led by Secretary of State Dr. Ulrich Nussbaum from the Federal Ministry for Economic Affairs and Energy.

Presentation of DCFTA-Study in Chisinau

Press release: Ukraine returns to growth path

Ukraine returns to growth after the severe economic crisis of 2014/15. To sustainably increase economic growth, reforms and investments are urgently needed. This is the conclusion of a study by the German Advisory Group Ukraine in cooperation with the German-Ukrainian Chamber of Commerce and Industry (“AHK Ukraine”) released in September 2018.

Conference MACRO 2018: “Moldova in 2018: making investments work for people and public good”

On October 19th, Woldemar Walter, Advisor to the German Economic Team Moldova, gave a lecture in the context of the conference ‘MACRO 2018’ on the influence of foreign direct investment (FDI) on the Moldovan economy, population and government.

As Woldemar Walter conclusively explained in his presentation, in Moldova, foreign direct investment, which is relatively low by international standards, has a major impact on the economy, the people and the government. For example, companies with foreign capital account for about 23% of total Moldovan value added and a high and growing share of exports.

Industry 4.0

On August 29, the German Advisory Group and the Reforms Delivery Office, an advisory body to the Cabinet of Ministers, hosted a joint seminar on the topic: ” Industry 4.0 – Overview and Policy Implications”.

Dr. Philip Steden introduced the specialized audience to the basic features and components of Industry 4.0 – the so called forth industrial revolution – and illustrated possible fields of application and advantages of Industry 4.0 technologies with examples from Germany.

Economic Relevance of Crypto Mining in Georgia

On June 11, the team leader of the German Economic Team Georgia, Dr Ricardo Giucci, presented the Economic Monitor Georgia at the Deutsche Wirtschaftsvereinigung (DWV) in Tbilisi.

Regulation of Cryptocurrencies – Seminar in the National Bank of Georgia

Georgia is one of the largest producers of cryptocurrencies („miners“) worldwide, with a potential influence on the Georgian economy.

Despite the increased global interest in cryptocurrencies, there exists no  international regulation of any kind. This is true for the European Union as well, where EU-members adopt their own national laws regarding cryptocurrency regulation, even though cryptocurrencies can potentially be used for money laundering, due to their decentralized organization.

Workshop held by Centre for Economic Strategy and German Advisory Group on Central Bank Communication

On April 18 the Centre for Economic Strategy and experts from the German Advisory Group conducted a workshop on central bank communication as a tool for shaping market participants‘ expectations. Press conference of the German Advisory Group Ukraine on corporate tax reform in Kiev

The German Advisory Group Ukraine, in cooperation with the Institute for Economic Research and Policy Consulting and Otten Consulting gave a press conference at Interfax, Kiev on Thursday, February 1st 2018. Topic of the press conference was the planned reform of corporate taxation in Ukraine.Findings from joint analysis about the economic and fiscal effects of the proposed new corporate tax – the “Tax on Withdrawn Capital” – in comparison with the present corporate tax were presented, as well as recommendations on policy measures to accompany the tax reform if it goes ahead. Speakers from the German Advisory Group Ukraine were Robert Kirchner, Project Manager, David Saha, lead author of the key papers on corporate tax reform and Thomas Otten, also owner of our cooperation partner Otten Consulting. We were joined by Oleksandra Betliy, Leading Research Fellow at the Institute for Economic Research and Policy Consulting. The audience consisted of a group of around 15 journalists.

German Advisory Group Ukraine meets the Ukrainian Minister for Energy and Coal Mining

Meeting of German business representatives in Kiev

On the occasion of the monthly meeting of German business representatives in Kiev on 6 December 2016, the German Advisory Group Ukraine presented results of its latest analyses concerning Ukraine. First, Ricardo Giucci, Leader of the German Advisory Group Ukraine, held a presentation on the topic “The current situation of the Ukrainian economy at the end of 2016 and an outlook on 2017”. Referring to important macroeconomic indicators he pointed out that the situation is stabilising: GDP increased slightly this year and also investment went up significantly in the first half of 2016. The inflation rate went down to a single-digit number. Increasing imports are an indicator of the economic recovery and exports decrease mainly due to low commodity prices and the limited access to the Russian market.

10th anniversary of the Manager Training Programme „Fit for Partnership with Germany“ with Belarus

On 23 November there was a celebration at the IBB Minsk on the occasion of the 10th anniversary of the “Manager training programme of the Federal Ministry for Economic Affairs and Energy (BMWi) with the Republic of Belarus”. The manager training programme prepares managers and manager trainees from Belarus for business cooperation with German enterprises.

Kastryčnicki Economic Forum

On November 3 and 4 “Kastryčnicki Economic Forum” with focus on reforms for inclusive growth took place in Minsk. The Deputy Head of Presidential Administration, Mr. Nikolay Snopkov, opened the event with welcome speech. During the first day the global and regional economic development and their implications for the Belarusian economy were the focus of discussion. In this context, Robert Kirchner from the German Economic Team (GET) Belarus moderated a panel on structural reforms. The second day was mainly dedicated to the reform of state enterprises and their impact on the labor and financial markets.

Potential in the South Caucasus – Business Successes in Georgia and Armenia

On October 27, Thüringen International, the department of the State Development Corporation of Thuringia mbH responsible for internationalization, held an information evententitled “Potential in the South Caucasus – Business Successes in Georgia and Armenia” in Erfurt in cooperation with the Eastern Europe Business Association of Germany. Businesses were informed about foreign trade possibilities in the South Caucasus, and estimates of the political and economic climate, as well as current projects underway in Georgia and Armenia, were presented.

2nd German-Ukrainian Forum of Trade

On October 11 the newly opened German-Ukrainian Chamber of Commerce organized the 2nd German-Ukrainian Forum of Trade “Potential – Reforms – Cooperation”. Robert Kirchner presented his assessment of the industrial development of the country in one of the panels. During other panels current possibilities of cooperation with Ukraine in the fields of infrastructure, innovations, energy efficiency and agriculture were discussed.

Belarus Forum BROADENING THE HORIZONS

On September 29 and 30 the Belarus Forum took place in Minsk. It is the first forum in Minsk, in which representatives of the state organs and international financial institutions participated together with private foreign investors, experts and Belarusian entrepreneurs. Discussions focused on topics like current aspects of investment cooperation and the draft of a roadmap. Other panel discussions dealt with public-private partnerships as a way to attract investors and the importance of the financial market for economic growth.

International conference “Modern instruments of SME finance”, Minsk

The Republican Center of Microfinance invited to the conference “Modern instruments of SME finance”, which was held in Minsk on 13 September. The conference was supported by USAID and organized in cooperation with the National Bank and the Ministry of Economy of the Republic of Belarus. Experts and businessmen from Belarus, Poland, Czech Republic, Lithuania, Turkey, Russia, Armenia and Kazakhstan discussed different approaches of state support to small and medium enterprises. The panel “Guarantee funds as an effective tool of SME finance” was led by Ivan Koriakin (German Economic Team (GET) Belarus). The participants later on also considered the potential of crowdfunding and crowdsourcing (obtaining services from a large group of people, especially an online community) for the realization of business ideas.

Information session on government consultancy in BMWi on June 14th

The information session on governement consultancy in Ukraine, Belarus, Moldova and Georgia takes place twice a year in the Federal Ministry of Economic Affairs and Energy (BMWi). The consultants of German Economic Team Georgia started with short presentations on the current topics in Georgia. During the discussion round a lot of questions on this matter have been raised and answered. The government advisors’ impulse presentations are mainly based on informations provided and commented in the publication “Wirtschaftsausblick” (available only in German).

In the end of April experts of Berlin Economics had a meeting with Speaker of Parliament Andrian Candu. During the meeting current activities of the German Economic Team Moldova – carried out by Berlin Economics – were presented. GET Moldova and Expert Grup present concept for a reform of the National Financial Market Committee to Prime Minister Filip

Prime Minister’s office invited the German Economic Team to present its concept for a reform of the National Committee on Financial Stability (NCFS). Indeed, the fact that the committee in its current form proved inefficient in preventing and managing the current banking crisis, underlines the need for reform. Thus, taking into account the lessons learned in Moldova as well as the experience in other countries, GET Moldova together with our partner institute Expert Grup elaborated a reform concept for the Financial Stability Committee.

The 5th politico-economic talks of the Ostinstitut Wismar on the topic “Investment and investment protection in Russia and Ukraine” took place on July 3rd at the German Council on Foreign Relations (DGAP). Dr. Ricardo Giucci, head of the German Advisory Group Ukraine presented an overview of the economic state of Ukraine and the development of Russo-Ukrainian economic relations.

For the third year in succession, east forum Berlin was devoted to the opportunities and challenges for a common economic space from Lisbon to Vladivostok. 350 opinion leaders from the political and business worlds of 25 countries discussed a future design of political and economic European integration.

“The Deep and Comprehensive Free Trade Agreement: Opportunities and Challenges”

The tenth annual conference of “Kiev Dialogue” was on the topic of “Ukraine in times of existential crisis: Ways to political and economic renewal”. Ca. 200 civil society activists, politicians, journalists and scientists were invited to the two day conference. Their aim was to discuss the current situation in Ukraine and think through possible scenarios for its future.

April 16th, Ricardo Giucci of the German Advisory Group Ukraine presented facts on the topic: “Ukraine between East and West: Perspectives for free trade with both sides”Politicians and mass media from all sides successfully created a wrong image in the public perception during the last month, namely that Ukraine had to face an “either-or” decision between the two trading blocs Customs Union and European Union.

Presentation at the 2. east forum Berlin „Eastern Partnership countries between East and West: Perspectives and challenges”

About 300 business representatives and politicians from 20 countries participated in the 2. east forum Berlin, which took place under the topic “Opportunities for an economic area from Lisbon to Vladivostok” again.In his opening speech the Federal Foreign Minister Steinmeier referred to a common economic area between Lisbon and Vladivostok as still the right objective, yet during the last weeks it receded into dim distance.Berlin Economics‘ Ricardo Giucci contributed to a sound discussion with his presentation of his analysis “Eastern Partnership countries between East and West: Perspectives and challenges”. There are not two, but three groups of countries between Lisbon and Vladivostok, said Giucci: The European Union, which forms the first trading bloc, the Customs Union between Russia, Belarus and Kazakhstan, which forms the second trading bloc. And in between there are further states that do not belong to one of the trading blocs. In particular this is about five states of the Eastern Partnership (EP): Ukraine, Moldova, Georgia, Armenia and Azerbaijan, for whom free trade with both trading blocs would be the economic best option.

BMWi information session on government consultancy in Ukraine, Belarus and Moldova

This year’s information session on government consultancy at the Federal Ministry for Economic Affairs and Energy was very well attended.
The Berlin Economics experts held short speeches on the macroeconomic situation in the countries and their characteristics and challenges.
The topics trade, DCFTA and Energy were intensely discussed due to the current situation in Ukraine. Furthermore, the Economic Reform Agenda for Ukraine suggested by the Experts was presented. After the Experts’ speeches the guests used their opportunity to ask questions or contribute with comments to the discussion.
Among the guests were Members of the Parliament (Bundestag), the Federal Ministry for Economic Affairs and Energy, the Federal Ministry of Finance, the Federal Foreign Office, the GIZ, business associations and NGOs.
