On 21 December, the Ukrainian think tank Centre for Economic Strategy (CES) organised an online event on the conditions and process of preparing economic forecasts in the state budget policy.
After an introduction by Maria Repko, Deputy Director at the Centre for Economic Strategy, Garry Poluschkin, Project Manager for Ukraine of the German Economic Team, presented the process of preparing the economic forecast in the annual budget cycle in Germany. Anastasiia Teleton, Economist at the Centre for Economic Strategy, then compared this process in further countries. Natalia Gorshkova, Head of the Economic Policy Department at the Ukrainian Ministry for Economy and Trade, explained the process in Ukraine in her contribution, which was commented on by Darina Marchak, Economist at the Centre for Public Finance at the Kyiv School of Economics.
Finally, the topic was discussed in a roundtable with other experts, including:
- Serhii Nikolaichuk, Head of the Research Department of ICU
- Oleksii Blinov, Chief Economist of Alfa Bank
- Oleksandra Betliy, Senior Expert of the Institute for Economic Research and Policy Consulting in Kyiv
- Oleksandr Parashiy, Head of the Research Department of Concorde Capital
The experts agreed that the responsibility for economic forecasting for the annual budget cycle Ukraine should be left exclusively to one ministry and that no approval of the forecast at the level of the Cabinet of Ministers is necessary. In total, almost 100 participants followed the discussion.
